Enhancement -Introduce a new value (Usage Start Date) in the Rate Selection Date dropdown on the SA Type control table

Currently, the Rate Selection Date dropdown only has 3 options. Request is to introduce a new 4th option (Usage Start Date) on the dropdown list, that currently includes:
- Bill Start Date
- Bill End Date
- Accounting Date

When the base product creates a bill segment, and it is set to use the Bill Start date to derive the rate schedule, if the effective date of the rate schedule falls exactly on the bill segment start date, the downstream processes derive the rate schedule from the characteristic using the usage start date and this results in a mismatch during processing. It is not something that would happen on a regular basis, but it will happen and cause issues with billing.
- The solution implemented to address this problem was to adjust the RS-CD, OASRATE and x characteristic effective date by subtracting one day causing the systems to be out of sync. Due to this, the C-side will select a different rate from the M-side.

Recommendation: Request to introduce a new option (Usage Start Date) to the Rate Selection Date dropdown on the SA Type control table. The option would give the utility the ability to use the Usage Start Date when selecting the rate schedule.
