Enhance Revision Control for Rates

Lately we started re-purposing Revision Control for Rates and facing several minor issues. Especially we pretty much dont have a zone to check-in Eligibility Criteria. Enhancing Revision Control for Rates (All Entities related to Rates - including Eligibility Criteria, Bill Factor Values etc) will be a huge help in maintaining the Audit Track of changes being done.
