Encryption and Indexing

My client deals with a great deal of personal data and must query by SSN in millions of records. The datatype is number and the column is indexed. There is also a function based index to add possible leading zeros. Neither index is unique.

TDE only protects from disk/backup theft and doesn't work with function based indexes.
Regular encryption can't use indexes.

Do all companies dealing in this type of data encrypt it?
