encoding trouble with jasper reports , tomcat , pdf file

hi ;

i am using jasperreports to generate pdf files in my web application . everything is fine. but encoding is very important problem . i cannot find some characters like 'ş' , 'ı' , 'ğ' and so on ( theese characters about Turkish language ) . theese characters are defined in utf-8 and iso-8859-9 , and ;

at the tomcat startup ; LANG=tr_TR
export JAVA_HOME DISPLAY LANG
at my jrxml file : is-8859-9 or utf-8 ; doesn't matter ; it doesn't work

at my jrxml file locale : tr or tr_TR

in my jsp pages : encoding iso-8859-9 ;

in my jsp pages , there is no problem with theese characters .in jrxml design , i can see theese characters .
i don't know what i must tell about this problem .

i think it must be about jasper reports or tomcat , but i couldn't find it ;
but i have to show theese characters in my generated pdf file .
i ll be very happy if anyone helps me ...
