Enabling Social at Customer Account level

We are implementing SCM cloud and client has lot of attachment at customer level who flow into Order Management in the legacy EBS. However, in Fusion, we can't add any attachment to customer account.

One of the option is to enable social at customer account level, have the customer attachment on social so when CSR is creating orders, they can pull those attachment type any special instructions directly into Order Management.

we enabled Social in Order management but can't find a way to enable it at customer level. we have done the configuration using 'Manage Oracle Social Network Objects'  in Trading community Model.

Any suggestion will be great.
