Enable the "Reload Files and Metadata" link in Administration in OBIEE 11g

I would like to enable the "Reload Files and Metadata" link in Answers so I can allow for certain users to see it. I'm not talking about the tiny icon in an Answers report's criteria tab- I'm referring to the Administration one.
Are the links in Administration configured in MBeans or a config file somewhere on the BI server? If so, where in the MBean tree?




Has anyone run across this? It seems like only the BIAdministrator role can do this but I want to know where it's set.

I'm trying this in 11.1.1.6 (both 11.1.1.6.1 and 11.1.1.6.2.1)
