EMV Card Personalization

Hi all,
I am trying to develop a desktop application for EMV compliant card personalization. I read EMV CPS1.1 spec and EMV 4.2 books, also i am not familiar with EMV cards.

I know that VISA,MASTERCARD, cards are EMV compliant, so If i have an EMV CPS 1.1 compliant personalization system , i can personalize these kind of cards. am i correct ?

I found some DGIs in EMV CPS 1.1 document and its explanations. I would like to know wether an EMV compliant Mastercard/visa cards contains all DGIs specified in the EMV CPS 1.1, and only need to personalize those...?
