For employees that want to maintain OEL environments at home, off the Oracle Intranet, do they need to have access to the ULN or can they obtain everything they need to keep their systems current, patched and operating on par with internal systems by simply using the public Yum update servers?

There are multiple unanswered requests for the answer to this question or questions similar to it, so I would appreciate a timely, complete answer. If access to ULN provides "more capabilities" than just accessing public Yum update servers, any information on how employees would gain access to ULN, short of having the employees buy support licenses, would be appreciated.
