emctl starting Issues

Hi DBAs,

I am using Oracle 11g in windows 2003. Here I have started my emctl like the below one,

set ORACLE_SID=db_name

emctl start dbconsole,

After that still dbconsole service is not started.

I checked the Log files, It saying that No connection is made because the target machine is actively refused it.

What should I do now to start my emctl dbconsole services?

Any one can Help me?
