Email Server not working

The Email Server don't send mails, i configured this:

IT Resource tab: Name: Email Server
Type: Mail Server

Authentication: basic
Server Name: travelling.com
User Login: administrator
User Password: *******

Email Definition tab: Name: Provisioning MSAD
type: Provisioning Related
Language: en
Region: US
from: Requester

The Language and region is en-US in OIM Server and MSAD Server, the users have defined the email accounts, i use OIM 9.1 and exchage server 2003 without SSL,what is wrong?. Thanks!.
