Email Attachment: file on the DB

Hi All,

I've been researching on attaching a file to an email but no luck.

I've a procedure that runs once a month and stores the results as .csv on the database and I need to email that file to someone.
I came across a code that can read and email the file content but not the attachment. I also read about UTL_MAIL but just can't
see how it attach a file that's on the DB.

Please guide me
