EM server.xml fille missing during rebuild EM

Friends,

We have a 11.2.1 32 bit database in window 2008. We try build EM by both dbca and emca and unsuccessfully.
The error message as error parsing XML file C:......\oc4j\j2ee\OC4J_DBConsole\config\server.xml

We can not find \config\server.xml file in system. The initial DBA reported DB install processing is OK.

My question does EMCA can remove \oc4j\j2ee\OC4J_DBConsole\config\server.xml from system by command emca -config dbcontrol db -repos recreate

or 1158 port blocked is preventing emca to recreate \config\server.xml files?
Oracle meatlink said is incomplete installation of database.
