Editing relationships?

In Access I edited relationships by using the "relationships" view and simply dragged fields between tables. How do I edit relationships with Apex?

I keep clicking on "modify column" thinking I might find it there but no luck. While searching for an answer I read that "Model" will show the relationships but I do not see a method to create them on that tab.
