Editable Select List

When working in MS Access you can add to a form a field that can be both edited and a select list - If you don't see an appropriate selection in the list, you can add one by editing the field - this adds the new data to the underlying table for the select list - and the new data is seen in the select list the next time you use it.

Is that possible with Apex? If so - how?
