Eclipse or JBuilder???

For my thesis I should evaluate a development environment which facilitates the development of a JSP Application. Because my limited budget I'me enforced to choose open source or freeware products.
My first choice at the moment is JBuilder personal or Eclipse. Now my Question:
Which of these IDE's are better for the needs of developing JSP apps?
