Dynamic LOV not updating

I'm working with JDeveloper 12.1.2. I have a popup that displays a select one listbox, its getting its LOV from another view object. If i go and add a new row to the view object in which my LOV is pulling from it will not update the listbox unless i get out of the application and back in. I have tried adding an execute on my listbox view object and a partial trigger with no luck. Any ideas?
