Dynamic action - Refresh

It appears that the Refresh native dynamic action (currently limited to refreshing report regions) refreshes just the report content by re-executing the query. But if the region has text strings using &ITEM. notation (say in the header, footer or title), that is not refreshed.

Am I missing something or is this a limitation of the Refresh action as currently designed? I am sure the Apex team plans to enhance this in the next release but is there a way to DIY in this version?
