DST patches and upgrade to 11g

We have a number of 10g dev instances that do not have the DST patches from a couple of years ago (they are running version 2 of the timezone files). This wasn't critical to us at the time....(famous last words).
However, we are now looking at upgrading those instances to 11g, and faced with the task of sorting out the DST patch nightmare...
I've read a lot of the docs on the patching, but wondered....if we just do a full database datapump export of the unpatched instance and then import it into the 11g DB, will that work? Would that avoid us having to patch the 10g instances with the DST patch first?
