Drop Materialized View Hangs.

Hi,

We have a set of 28 materialized views that gets refreshed every 6 hours. Recently this set failed to get refreshed. A DROP MATERIALIZED VIEW also hanged (Library Cache Lock) indefinitely.
I have no clue about fixing this issue. Please share with me your ideas.

P.S:

Database was restarted before doing this: No other session is accessing these MVs.
