drop a procedure

when i tried to drop a procedure,it's taking about 15 minutes and giving the following error.i tried a lot of times,but the same thing happens again and again

ORA-04021: timeout occurred while waiting to lock object MPIDATA.MULTIVIEW_PROC

DROP PROCEDURE MPIDATA.MULTIVIEW_PROC
