DRM - Unable to Start DRM Local Service 'Access Denied' error.

Hello, I am a basic beginner to using DRM. On my personal WIN 8.1 pc, I've upgraded DRM to version 11.1.2.3. The version DRM 11.1.2.2 was downloaded yesterday and the DRM Local Service was able to start without issue. However, after today's upgrade I am unable to start the DRM Local Service due to a ''Access is denied' error. Any pointers/advice on how to resolve? I'm sure it's an easy resolution but I've have searched the internet/this blog/documentation without luck. Thanks for your time and please let me know if you require additional information.
