DRM migration issue. Migrating from 11.1.1.3 to 11.1.2.1 using Repository

Greetings, looking for some assistance and hopefully one of our colleagues can assist. When running the repository wizard, we get the following message during the schema copy process: RM_USER -Table does not have a primary key.

Once that message displays the process halts. We checked the RM_USER table and it does have a primary key. Please advise. Thanks.
