Driver's SQLAllocHandle on SQL_HANDLE_ENV

why some times oracle and DSN give error
"[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV failed"

Listener work fine and other thing work fine
but still give this error

and when i restart it again work fine for few days
and same problme aina after 2-4 days

what is the reason ?
