Drag and Drop Attachments

Hi,
on Apex 20.1 and want to use a drag and drop feature for uploading attachments instead of this;

Defined by this;

This is possible when we want to import a plugin or application file;

So how to I use the feature that Oracle uses in the last screenshot? It's all written in APEX right?
