Following a Python tutorial, but received the above message. No AV running on the machine, Oracle database installed as a CDB. Trying to connect to a user in a PDB. Credentials entered correctly.
What could be the issue here?
Using Oracle 23ai free, Python 3.14 on a Windows 11 Pro machine.
