Downloads for Database 10.2.0.3/10.2.0.4 for Windows 32-bit

Hi,

Has Oracle removed the downloads for Oracle Database 10.2.0.3 & 10.2.0.4 for Windows 32-bit? As I see on the download site, there is only a download for the base version (10.2.0.1) for Windows 32-bit and thus to upgrade to 10.2.0.3/4, you need to patch it. Why this change?
