Downloading SqlPlus.exe

My employer has Oracle 8i and 9i installed in different areas or capacities. I don't even understand the arrangement myself. I only have SQL*Plus 8 instead of 9 and I have heard now that 10 is available. Can someone point to where I may download the latest for free and tell me if there are any problems or issues with doing so, as long as I have sufficient privileges on my PC? Is there substantial benefit for either of the newer versions and can you use them with 8i? I know very little about Oracle versions. Thank you for any help.
