Downloading Oracle Developer Suite 10g

I am running Oracle XE on Windows XP Pro. I need to install Oracle Developer Suite 10g. I am downloading the same from http://www.oracle.com/technology/software/products/ids/htdocs/101202winsoft.html. Is this all that I require to download?

I have heard that the Application Server has to be installed for Developer 10g to work. Does the above download include Application Server?
