Download Wallet on Autonomous Database (Work Type Apex)

Hi everyone,

How can I create a dbLink from the Autonomous Database to an on-premise Oracle 11g public endpoint? Looking at the documentation, I see that I need to use a wallet for certificate authentication, but in APEX on the cloud, I can't download the wallet file, only by upgrading to Autonomous Transaction Processing.
