Download Oracle Client 12c

I am unable to download the Oracle client for version 12c. I get the following error and an empty file.

C:\Users\<userid>\AppData\Local\Temp\verKLtW2.zip.part could not be saved, because the source file could not be read.

Try again later, or contact the server administrator.

I am on page Oracle Database 12c Release 2 for Windows Downloads clicking on the link for either

Oracle Database 12c Release 2 Client (12.2.0.1.0) for Microsoft Windows (x64)

Oracle Database 12c Release 2 Client (12.2.0.1.0) for Microsoft Windows (32-bit)

. When I try to call the 1800 number my call is dropped.
