Download Files from Oracle Database Filesystem using APEX Button press

Hi Gurus,

I'm trying to program a PL/SQL block for APEX Button press to download a file from database server file system stored in the UTL_FILE_DIR directory. I referred links http://bobjankovsky.org/show.php?seq=132 as well as

posts by @"fac586" but no luck. Can you please help me with this? It's kind of urgent requirement.
