Download file using Oracle directory / windows directory from Apex

Dear All ,

I've a question , that i want to upload a file into oracle directory and i have did it successfully , now i want to download that file residing in the local disk (which is local oracle directory too / may be not , simply a folder ) , how can i download that file residing in the folder to a client machine using oracle application express . I dont want to use BLOB like things .
