Download a file from ECM using a URL

Hi,

We have SOA 11.1.1.5 and OSB 11.1.1.5 want to find out how to download a file from Oracle UCM providing a URL. Is there a way to use SOA or OSB that downloads a file given the full URL e.g.

http://host:port/urm/groups/public/@in/@ctl/@dwgrecs/docs/doc/~edi/filename.pdf
