Double digit entry in Data Worksheet

I am running SQL developer on Windows 7.
When I use numerical pad to key in numbers in Data Worksheet, sometimes I get double digit entries for the first number
For example: keying in 789
it appears as 7789

It only happens when the first digit is a number.
is there any setting that I can do to remove this?
