DOS and JAVA

Searching the forums I came to know it is almost impossible to run any java program in DOS as there is no (or rare) JVM for DOS. Now my question is if a DOS JVM is there, can we run ANY java programs including swing or applet in DOS? If not then does it mean JAVA AWT is dependent on Operating System and will not run on a machine where no Graphical interface is there.
