Does this require additional License ?

Hi,

We are using Oracle 11.2.03 & planning to move to Oracle 12c on Windows.

We are licensed to use Oracle Enterprise Edition, & i have to install 4 separate Oracle instances on 1 physical server. I was thinking to install 1 CDB and 4 pdb, but before i do that i wanted to double check, is it safe to say that the moment i specify more than 1 pdb within single cdb, then it invites additional licensing cost

I am almost 99% sure about it that configure more than 1 pdb involves extra licensing cost, but wanted to reconfirm with folks who have experience with Oracle 12c licensing.
