A very good friend and I are arguing about whether or not their is a need to buy Oracle licenses if all we're doing is developing and testing a new version of a production system. We both understand that if the system is in production and we're operating our business using Oracle, then we need a proper license, however we're not clear for the test and development environments.
Also, we understand that there Oracle options and modules that aren't free that can assist with development and testing but that's not what we using. We're using Enterprise RDBMS, WebLogic and BPEL only, all of which are freely downloadable.
In our scenario, a 3rd party is supplying a product that relies on an Oracle Enterprise database and we are responsible for installing the 3rd party software, configuring it for our needs (developing) and then testing that the needs are met.
Is this scenario covered by the developer license as set out in OTN Developer License Terms and therefore no additional licenses are necessary? I think the scenario is covered as long as all members of the development team (including testers) don't use the products for production purposes, he however insists on paying for licenses.
