does sqlnet.ora change requires a db bounce?

Hi
I need some help.

I was facing a problem where the clients were getting ORA- 3135 Connection lost, so i made a change in sqlnet.ora on the server and setted the expire_time = 10.
Now for the changes to get reflected on the server do i need to bounce the data base?
