Does SQL Developer require Admin Privs?

We are deploying new laptops to all staff. We installed the Oracle 12c client on each machine. When I try to start SQL Developer (that was installed with the client install), I get a User Account Control popup that requires an Admin User to login in order to continue. The folks that will be using SQL Developer will not be local admins on their machine, so I'm not sure what to do. They have been running SQL Developer (not sure of the version) with the Oracle 11g client with no problems.

Are they really going to be required to be Admin on their machine in order to use SQL Developer?
