Does Oracle Discoverer 11g really require a license?

Hi! we're looking into using Oracle Discoverer 11g as a Data Download tool for our ERP (R12).

I have some questions regarding this:

  1. Do we need to Purchase a License or can we just Download the installer from the Oracle Downloads Page?
  2. What is the difference between the licensed version and the free download version? is it only in the support?
  3. I downloaded the free version from Oracle Downloads page, and tried setting up a EUL from our Test Instance, but its taking too long to create the metadata from APPS. What should I do?

This is my first time to use Discoverer.
