Does Oracle Diagnostic logger help in checking the performance of the application

Hi ,

Saw the video demo on usage of Oracle Diagnostic logger. Can we use this tool to check the performance of any application.

Here my issue is lot of time [seconds] is consumed to open a screen. Need to know the methods and reasons why so much time is consumed and need to reduce the time consumed.

So will this tool help me on this. Please suggest..
