Document Understanding - Data Labelling unavailable?

Hi,

I am trying to train a custom model within Document Understanding. I want to use the data labelling functionality built in to the ‘Create Model’ workflow but it says it's unavailable in the 2 regions I have tried (London and Chicago).

I've seen that the service is end of life but it states that you can still use the integrated workflow.

Quotas and Limits say its available

Can you tell me which regions this feature is available in please?
