Do you let Developers into OEM Grid Control at your organization?

I'm curious how other organizations respond when Developers ask for access to OEM Grid Control. Do you give them limited view access to take advantage of the performance tools? Or do you tell them this is an Administrator's tool and not appropriate for Developer access at this time? Any one else facing this question?
