Do WRH$_* views (ACTIVE SESSION HIST, SQLTEXT etc.) record *all* statements executed at least once?

Hello,
Are views like for instance WRH$_ACTIVE_SESSION_HISTORY, WRH$_SQLTEXT (that both contain a SQL_ID column) supposed to have a trace of *each and every* statement ever executed ?
Or will they show those that somewhat posed a performance issue only ??
