Do we need license to upgrade my application from oracle forms9i to Oracle forms12c (weblogic server

We are upgrading our application from forms9i to forms12c (we have installed infrastructure, forms, and reports). We have done the sandbox setup at local.

- We have a license for Oracle 12c DB.

- Do we really need separate license(for FMW) to upgrade my application from oracle forms9i to Oracle forms12c (WebLogic server)

Need your valuable suggestion.
