DNS bind 9.2.4 access refused

Hi,

I have the dns server and client enabled, but unable to access the server. The server is configured as a forwarder and the named.conf, rndc.key and rndc.conf file are the same which I use on Solaris 9 with bind 9.2.3.
In Solaris 9 all works fine, but in Solaris 10, the server can not be accessed. For example nslookup will give following message:

nslookup mercury 203.11.117.1
Server: 203.11.117.1
Address: 203.11.117.1#53

** server can't find mercury: REFUSED

Are there different security consideration in Solaris 10 when accessing the dns server?
