DMS spy servlet unable to connect problem

I'm trying to use the DMS spy servlet on toplink non-OCJ4 application. I follow all the instructions and I get a 'connection refused, could not contact host localhost:46080'. Appears that the DMS web server is not running.

This is the url I use: http://localhost:46080/dms0/Spy

What event starts the dms httpd server? Do I need to explicitly start this process?
