DML Returning Value is not refreshing DATA BLOCK

hi all,

I have oracle db 9.2.0.1.0
and forms 6.0.8.8.0

My requirement is to auto refresh data block based on table named emp whenever any dml operations are performed on the same table from different session or in the database. For the same i have set the

DML RETURNING VALUE = YES

before it was NO. This is my first time to this operation. Can any body suggest me how exactly i need to set the parameters at form/block/item level and what else i need to do please guide me to solve this problem.
