Display Long date format(fmDay, fmMonth fmDD, YYYY) in apex 3.0 version?

Hi All,

I am facing a problem now, how to display the long date format (fmDay, fmMonth fmDD, YYYY) in apex 3.0 version.
When i had tried in apex 3.2 version we had option as "Application date format"->under Globlization.

But i am not able to find this format for vesion 3.0? Ca nany one help me out how we can achive this in older version.

I will be very greatful if u can help me out to resolve this problem.
