display HTML in a text area

Hi , Would anyone know how to display html in a text area. ( not html editor)

ie, say text area Item :P28_TEXT:='<B>Title : </B></BR>These are the objectives ....bla bla ';
I would like :P28_TEXT to display :

Title :
These are the objectives ....bla bla

But Not
<B>Title : </B></BR>These are the objectives ....bla bla

Please note that I don't want the user to edit the text in :P28_TEXT , which is why I don't want it to be an HTML editor .

Bottom line, the text I have to display is a long legal document and I would like to display it in a text-area like element - so the user can scroll the document up and down without scrolling the page itself. ( a bit like the legal agreement we have to read before downloading a piece of software).

OR may be I should use the HTML editor, without the tool bar -

How do I do that ? Any help will be appreciated. Thanks .
